imaginima/iStock via Getty Images Portland General Electric ( POR ) has agreed to acquire select Washington state generation, transmission, and electric utility operations from PacifiCorp for $1.9B, representing a purchase price multiple of 1.4x estimated 2026 rate base. Under the terms of the deal, Portland General Electric will purchase three power generation assets: the 477-MW Chehalis natural gas plant, the 94-MW Goodnoe Hills wind facility, and the 234-MW Marengo I and II wind projects. The transaction also includes 4,500 miles of transmission and distribution infrastructure, along with utility operations serving 2,700 square miles. The utility will manage the Washington operations as a separate company through a newly formed subsidiary regulated by the Washington Utilities and Transportation Commission. A key component of the deal is Portland’s partnership with Manulife Infrastructure Fund III, L.P. and its affiliates, including John Hancock Life Insurance Company, which will collectively hold a minority stake in the Washington utility business. Portland General ( POR ) expects the transaction to be accretive in the first full year following closing and anticipates it will support long-term earnings per share growth and dividend expansion. Their hyperscale AI campus strategy is continuing this transition from construction to revenue generation, which is exactly what we want to see. Management now projects that it will surpass $1 billion in net operating income within five years, no mean feat. Management also told us that the Polaris Forge 1 has now reached ready-for-service with 100 MW energised, so that now makes the first phase of a 400 MW campus fully leased to CoreWeave and should represent about $11 billion in prospective lease revenue over 15 years. elsewhere the Polaris Forge 2 is set to add another 200 MW under a 15-year, $5 billion lease with an investment-grade hyperscaler. So if we take these together, the agreements total 600 MW and about $16 billion in contracted lease revenue. This is a pathway to providing long-duration cash flow visibility as capacity comes online through 2027. However, how they achieve this is another thing. The two best things Applied Digital now have moving forward are the knowledge they learnt from the Polaris Forge 1 campus build and their power to cost advantage as I'll explain. 2Q26 recap As a recap on earnings, Applied Digital delivered a pretty transformational 2Q26 , with the stock jumping about 8% on the day of earnings. The boost was mainly driven by the ramp-up of their hyperscale AI infrastructure strategy, which we’ll get to. Revenue for the company managed to surge to $126.6 million, which is a 250% year-over-year increase, with Polaris Forge 1 reaching Ready-for-Service and also beginning to generate both tenant fit-out fees and initial lease revenue from CoreWeave. From this growth, about $85 million came from the newly operational HPC Hosting business, which is rather impressive. The Trump administration has bought warehouses across the US that could hold thousands. But resistance is growing There is a vast building, reportedly the size of seven football fields, in Surprise, Arizona , a suburb of Phoenix; ICE bought it for $70m. Another building, along the southern border in San Antonio, Texas, was valued at $37m; it’s 640,000 sq ft. In January, ICE bought a warehouse in Upper Bern Township , Pennsylvania, not far outside of Philadelphia, for $87.4m. In Williamsport, Maryland , outside Hagerstown, the cost of a facility on a nearly 54-acre plot was $102m. These are massive, industrial spaces, built for holding goods to be shipped elsewhere. Warehouses are drafty and difficult to heat, hard-floored and high-ceilinged, not meant for human habitation. But the Trump administration is aiming to convert them into vast detention camps for immigrants. Some of the buildings could house as many as 9,000 people at a time. The rapid slew of new warehouse purchases by deportation agencies brings to mind the words of the ICE director, Todd Lyons , who told a conference last year that he wanted the effort to operate “like Amazon Prime, for human beings”. The factory once churned out hundreds of Chevrolet Equinox SUVs every day. For locals, getting a job there felt a bit like winning the lottery. But then GM took the Equinox out of the plant and switched it to making electric delivery vans that didn’t sell. Now, US tariffs on Canadian-made cars and trucks make it hard to justify keeping it alive. “It’s just time to get back out and maybe put CAMI in the rear-view mirror and focus on something else,” said Horne, who worked there for more than two decades.
