The Clarity Act bill aims to create clear regulations that should help promote cryptocurrency adoption, say its supporters. However, the bill stalled in January after banks opposed a provision that would allow stablecoin issuers and crypto firms to offer yield-bearing products and other incentives that could draw deposits away from traditional banks, potentially making it harder for them to fund lending. Crypto giants such as Coinbase ( COIN ) say they must be able to offer rewards to recruit ​ customers, and barring them would be anticompetitive. While Standard Chartered ( SCBFF ) has estimated that stablecoins could pull around $500 billion in deposits out of U.S. banks by ⁠ the end of 2028. The White House last month stepped in to broker a deal, Reuters reported. Banks are issuing significant risk transfers at a record pace as they use the tool to hedge a wider range of loans, including leveraged buyouts and fund financing. Lenders, mostly from Europe and North America, issued $41 billion of SRTs in 2025, up from $29 billion the previous year, according to credit investor Crescent Capital . That puts SRTs on track to grow more than 20% this year, with no sign of deal delays from the conflict in the Middle East, Juan Grana , its head of bank capital solutions, told Bloomberg. Issuance of SRTs — a way for banks to insure loans against default — has now hit record volumes for five years in a row. Lenders including Deutsche Bank AG , ING Groep NV and NatWest Group Plc have recently said they will increase sales, sending a signal the asset class will continue to grow at a rapid clip. “While some of the most active banks are consolidating their issuance activity, we see many newer entrants expanding their use,” Grana said in an emailed reply to questions. “We have seen growth in each of the main markets (Europe, US, Canada) and would expect that to continue.” Loans to large corporates continue to be the most popular type of collateral used for SRTs, accounting for nearly half of the total, according to the report by Crescent Capital. Circumcision has been classed as a potentially harmful practice in new official guidance for criminal prosecutors in England and Wales, but controversial plans to class it as possible child abuse have been dropped. The Crown Prosecution Service (CPS) decided against including circumcision alongside dowry abuse, witchcraft, and female genital mutilation in its new guidance on honour-based abuse, after objections from Jewish and Muslim groups when the plans were revealed by the Guardian. Instead it has included a similar section on circumcision in updated guidance on offences against the person. It says: “In certain circumstances, such as the procedure being carried out by those falsely claiming to be suitably qualified practitioners or carried out in non-sterile conditions, it can cross the line into a harmful practice.” Prosecutors are advised to consider child cruelty offences under the Children and Young Persons Act 1933 or assault offences under the Offences against the Person Act 1861. The guidance also refers to separate guidance on child abuse. Earlier CPS wording classing circumcision as a possible “form of child abuse” has been removed after it prompted alarm from religious leaders. Writing in the Jewish Chronicle, Rabbi Dr Jonathan Romain said the late Queen Elizabeth II was not accused of child abuse when her three sons were each circumcised.
