Chinese authorities moved to restrict state-run enterprises and government agencies from running OpenClaw AI apps on office computers, acting swiftly to defuse potential security risks after companies and consumers across China began experimenting with the agentic AI phenomenon. Government agencies and state-owned enterprises, including the largest banks, have received notices in recent days warning them against installing OpenClaw software on office devices for security reasons, according to people familiar with the matter, who asked to remain anonymous to discuss a private announcement. Several of them were instructed to notify superiors if they had already installed related apps for security checks and possible removal, some of the people said. Certain employees, including those at state-run banks and some government agencies, were banned from installing OpenClaw on office computers and also personal phones using the company’s network, some of the people said. One person said the ban was also extended to the families of military personnel. Other notices stopped short of calling for an outright ban on OpenClaw software, saying only that prior approval is needed before use, the people said. The Ministry of Industry and Information Technology as well as the State-owned Assets Supervision and Administration Commission didn’t immediately reply to written questions. Stocks related to OpenClaw pared gains or dipped into negative territory after the news. Tencent Holdings Ltd. trimmed much of its advance and MiniMax Group Inc. erased all the gains to trade more than 1% lower. The warning underscores Beijing’s growing concern about OpenClaw, an agentic AI platform that requires unusually broad access to private data and can communicate externally, potentially exposing computers to external attack. President Xi Jinping has long seen data as a core pillar of his flagship “holistic approach to national security”: Beyond a highly censored internet regime known as the Great Fi...

neiu20001/iStock Editorial via Getty Images Dollar Tree, Inc. ( DLTR ) is set to report the company’s fiscal Q4 results from the November-January period on the 16 th of March. The quarter is seasonally strong for Dollar Tree due to the holiday season, typically generating much higher earnings than other quarters. The value retailer guides a healthy earnings performance for the quarter as comparable sales have picked up throughout 2025. Ultimately, I believe that the focus is on Dollar Tree’s 2026 guidance, as several factors affect the year’s outlook. I maintained a Hold rating in my previous October 2025 article on the stock, titled “ Dollar Tree: Multi-Price Strategy To Drive Earnings Growth.” The stock has since returned 23%, outpacing the S&P 500’s 3% return noticeably. My Rating History on DLTR (Seeking Alpha) Dollar Tree Q4 Preview Dollar Tree should show good revenue momentum in the company’s upcoming fiscal Q4 report. The retailer’s comparable store sales have improved significantly during FY2025, and the metric is guided to continue to show healthy 4-6% growth during Q4. The figure assumes some reacceleration after a slight slowdown in Q3. Total revenues are guided at a $5.4-5.5 billion range, suggesting 9.0% organic growth at the midpoint, as good comparable store sales are coupling with Dollar Tree’s relatively fast store openings. Dollar Tree enters the quarter with 4.5% more stores than a year ago. The adjusted EPS is guided at $2.4-2.6, up considerably from $2.11 in Q4’FY2024 . Notably, Dollar Tree has experienced a significant margin headwind in previous quarters from increased store payroll, but margin pressure is finally guided to start to subside through gross margin gains. Author's Illustration Using TIKR Data Wall Street expects the quarter’s revenues at $5.47 billion and the adjusted EPS at $2.53, both above the midpoint of Dollar Tree’s own guidance but within the given guidance range. There are a couple of factors driving an optimistic financi...

Benoit Tessier | Reuters Iran has continued to send large amounts of crude oil via the Strait of Hormuz to China even as the war between U.S.-Israel and Iran has hit broader supplies through the critical waterway, according to ship-tracking data. Iran has sent at least 11.7 million barrels of crude oil through the Strait of Hormuz since the war began on Feb. 28, all of which were headed to China, Samir Madani, co-founder of TankerTrackers, told CNBC on Tuesday. The firm monitors vessel movements with satellite imagery, allowing it to capture vessels that would otherwise go undetected if their tracking systems are switched off. Many vessels have "gone dark" after Tehran threatened to attack any vessel attempting to pass through the waterway. Shipping intelligence data provider Kpler estimates around 12 million barrels of crude oil to have passed through the Strait since the war started. "Given that China has been the primary buyer of Iranian crude in recent years, a significant share of these barrels could ultimately head there," said Nhway Khin Soe, crude analyst at Kpler, adding that confirming the final destination for these vessels had become increasingly challenging. China's National Energy Administration did not immediately respond to CNBC's request for comments. The Strait of Hormuz, the narrow waterway that has been critical to the transportation of about one-fifth of the world's oil and gas , has seen shipping traffic slow to a trickle since the war started last month, with tankers largely avoiding the besieged waterway. Ten vessels in or near the Strait of Hormuz came under Tehran's attack less than two weeks into the war, killing at least seven seafarers onboard, according to the International Maritime...

ArtRachen01/iStock via Getty Images Market Overview US fixed-income markets delivered positive total returns in the fourth quarter of 2025, as policy uncertainty, fiscal developments, and divergent central-bank actions shaped the investment landscape. The US began the quarter with its longest government shutdown on record, which delayed key economic data and forced the Federal Reserve (Fed) to make policy decisions with limited visibility. The shutdown ended in mid-November, but data gaps persisted, adding to market uncertainty. US agency mortgage-backed securities ( MBS ), investment-grade corporate, and high-yield corporate bonds produced positive total returns. MBS and high yield outperformed duration 1 -equivalent US Treasuries, while investment-grade corporate bonds underperformed as spreads 2 widened. Performance Summary Hartford Dynamic Bond Fund (I share) generated positive total returns during the period, driven primarily by duration positioning. The US Treasury yield curve steepened with front-end yields lower as the Fed continued its easing cycle while long dated yields edged higher. Positioning within credit detracted from returns on a credit-excess-returns basis relative to duration-equivalent treasuries. Investment-grade corporate spreads widened modestly, while high yield spreads were little changed. Investment-grade corporates delivered negative excess returns whereas high-yield corporates outperformed duration-equivalent government bonds. Our positioning within investment-grade credit and emerging-market debt generated negative credit excess returns relative to duration-equivalent treasuries during the period. This was somewhat offset by our allocation to high yield, which generated positive credit-excess returns and was additive to performance. Positioning & Outlook The Fund maintains a significant allocation to Treasuries and cash to provide ample liquidity in the current environment. Elevated Treasury yields, historically tight credit spreads, an...

We Must Invest In Civics For America's 250th Authored by Hans Zeiger via RealClearEducation , The second week of March is Civic Learning Week. It’s an annual observance marked by civics advocates with webinars, social media campaigns, and a big conference known as the National Forum, organized by the nonprofit iCivics. This year’s National Forum will take place in Philadelphia, as more than 600 civics leaders, educators, and students will gather to consider the theme of “Liberty and Learning: Civic Education at 250.” Indeed, this year’s Civic Learning Week is an even bigger deal than usual, as we celebrate the nation’s quarter-millennium anniversary. Civics should be the top item on our national agenda. Civic education should matter to every American. It is more than a set of facts that eighth graders should know for the National Assessment of Educational Progress ( only 22 percent of eighth graders were proficient in civics, and 13 percent were proficient in history in the most recent scoring ). Rather, civic education is best understood as a lifelong commitment to the study and practice of America’s distinctive political tradition of self-government. For all that should give us reason for worry in our country, the good news is that momentum is quickly growing in the movement for what the Princeton-based Institute for Citizens and Scholars calls “ civic preparedness .” At all levels of education, institutions and philanthropists are partnering to support a renewed focus on civics. In the fall, t he U.S. Department of Education awarded more than $153 million to university-based and nonprofit initiatives to design and implement civics literacy programs in K-12 classrooms and to hold seminars for the nation’s teaching force on “primary documents, constitutional study, historical field experiences, civil discourse, and American achievement.” This represents a welcome federal commitment to civic education in the run-up to the 250th celebration. Among the grantees are am...
