Heather Diehl | Getty Images Congressional Democrats sent a new counteroffer to the White House to reopen the Department of Homeland Security , a person familiar with the negotiations told CNBC. DHS has been shut down since Feb. 14. The shutdown comes as Democrats demand changes to how federal immigration enforcement operates in exchange for releasing the funding after two U.S. citizens were shot and killed by DHS officers in Minneapolis. The Democrats and President Donald Trump 's White House have been trading proposals for over a month but have not yet clinched a deal. The latest Democratic counteroffer was sent late last night, the person said, speaking on condition of anonymity to discuss the private negotiations. The person declined to detail what's in the Democrats' latest volley. The White House has so far not responded to the counteroffer. The White House did not immediately reply to CNBC's request for comment. primeimages Market uncertainty continues to linger despite a modest advance in U.S. equities on Tuesday, as volatility gauges remain elevated amid escalating geopolitical tensions in the Middle East. The CBOE Volatility Index ( VIX ), widely regarded as Wall Street’s primary “fear gauge,” has remained above the key 20 threshold since late February, underscoring persistent caution among investors. The index first moved above that level after the outbreak of conflict involving Iran, the United States, and Israel. During the early stages of the conflict, the VIX surged to an intraday peak of 35.30—its highest level since April 21, 2025—reflecting a sharp spike in market anxiety. Although volatility has since eased, the index was still hovering near 22.75 on Tuesday, indicating that traders remain wary of further geopolitical developments. Notably, the VIX continues to trade above its 50-day, 100-day, and 200-day moving averages, a signal that volatility remains structurally elevated compared with recent market conditions. The sustained reading above 20 suggests investors are still navigating an uncertain landscape shaped largely by geopolitical risk and the potential for broader economic implications stemming from the ongoing conflict. Michel Thouati went through the five stages of grief before he ripped his beloved fig tree from the earth. There was a persimmon and an elderberry too, nestled close to his hillside home in Berkeley,California, and they all had to go. View image in fullscreen Berkeley resident Michel Thouati has recreated his home garden to reduce fire risks. Photograph: Gabrielle Canon/The Guardian The plants thriving on his small property had become overshadowed by the dangers growing with them: an emerging body of research had found landscaping can help fuel the disastrous fires sweeping out of the wildland and into neighborhoods like his. Tucked into the ridges overlooking California’s San Francisco Bay and against an expansive nature area, the house Thouati and his wife have owned for 30-some years sits in one of the highest wildfire-threat areas in the state. A scientist with a penchant for diving deep, he poured into the research. Hundreds of articles later, he said, “it became clear I had to swallow my pride”. After years of planning and planting, he added, “I had done it all wrong.” As the extreme conditions fueled by the climate crisis push wildfire threats deeper into urban areas, scientists, officials and residents who live on the front lines have zoomed in on the flammable features lingering close to a structure. Berkeley is among the earliest adopters of so-called “Zone 0” regulations, new mandates that require the first 5ft around homes in the highest-risk areas be cleared from anything combustible, a strategy meant to stop falling embers from igniting. While the idea is gaining interest, questions have swirled around the specifics. The science is complicated and – like most things in an era of changing conditions – hard choices are baked into its conclusions. The challenges are an example of how the climate crisis has rewritten risk, prompting questions about what communities are willing to sacrifice for a sense of safety and control. One in three people in the US get shingles. Despite this, US vaccination rates remain low – about 35% of adults over 60, consistent with overall vaccination trends. “We have a vaccine that works really well,” says Dr Andrew Wallach, ambulatory care chief medical officer at NYC Health + Hospitals. “But there is a lot of what I call vaccine fatigue right now.” A growing body of evidence also suggests that shingles vaccination may lower the risk of dementia, stroke and heart attack. Here’s why experts say people should consider the shingles vaccination. What is shingles? Shingles is a viral infection caused by the varicella-zoster virus, which also causes chickenpox. If you’ve had chickenpox, the virus stays in your body and can reactivate later in life as shingles at any age, though most commonly after 50. While caused by the same virus, shingles and chickenpox are not the same illness. They present differently because, while chickenpox is the initial infection, if and when the virus reactivates, it travels along nerve pathways to the skin, producing shingles. Pain is typically the first symptom. Other symptoms include sensitivity to touch, itching, and a red rash and blisters. People may also experience fever, headache, sensitivity and fatigue. Symptoms typically target one or two areas of skin. While a shingles rash can technically appear anywhere, a stripe of blisters on one side of the body is most common. About 1-4% of people with shingles are hospitalized for complications. Older adults and people with suppressed immune systems are at higher risk of severe cases. According to the Centers for Disease Control and Prevention (CDC), fewer than 100 people die of shingles in the US annually. What causes shingles? After infection, the varicella-zoster virus remains dormant in the dorsal root ganglion, a cluster of neurons near the spinal cord. What causes this reactivation is not known. A weakened immune system, stress and certain medical conditions, such as diabetes, ...

JHVEPhoto/iStock Editorial via Getty Images L3Harris Technologies ( LHX ) said it delivered 100,000 next-generation Military-Code, or M-Code, GPS receivers to the U.S. and allied forces, marking a milestone in efforts to modernize positioning, navigation and timing capabilities as electronic warfare threats increase. The deliveries were made under the Pentagon’s Modernized GPS User Equipment Increment 1 program. The announcement comes as military planners place greater emphasis on ensuring reliable GPS access in contested environments, where adversaries can disrupt satellite signals through jamming, spoofing and cyber interference. Officials have increasingly described resilient positioning, navigation and timing, or PNT, as critical to maintaining operational effectiveness across modern battlefields. M-Code receivers are designed to provide more secure and interference-resistant GPS signals compared with earlier systems. The technology is intended to support operations across air, land and maritime platforms, particularly as military missions become more distributed and reliant on networked systems. L3Harris ( LHX ) said it is continuing development under the next phase of the program, known as MGUE Increment 2, which includes new components aimed at improving efficiency and integration across platforms. The effort is part of a broader push by the U.S. and its allies to strengthen navigation capabilities as reliance on satellite-based systems grows. Peter Boockvar, chief investment officer of Bleakpoint BFG Wealth Partners, predicted Tuesday that Americans should prepare for persistent inflation in the 3% - 4% range for the next several years because of ongoing geopolitical tensions and elevated commodity prices. In an interview on CNBC, Boockvar said the current crisis involving Iran and the Strait of Hormuz will likely end “sooner rather than later,” but warned that the inflationary impacts will linger long after the immediate conflict resolves. “I do not think we’re going back to $65 oil ( USO ). I do not think we’re going back to $4 corn ( CORN ),” Boockvar said. “The world has realized that these critical minerals, and we realized this before with the trade war with China, that everyone needs to get their hands on it.” The financial expert said these conditions will “prolong the inflationary world that we’ve been in” and complicate the job for central banks while keeping interest rates higher for longer. Boockvar noted that incoming Federal Reserve Chair Kevin Warsh faces a difficult situation. Even if Warsh wants to cut rates because of political pressure, he may lack the votes on the committee to do so while inflationary pressures persist from elevated energy prices. “We’re not going back to the solid days of one to 2% inflation anytime soon,” Boockvar said. “And I think three to 4% inflation is something we’re gonna have to get more used to in the next couple years.” Fed funds futures currently price in only one rate cut, reflecting the market’s expectations for a prolonged period of higher rates. Short video platforms like TikTok have changed the streaming landscape, prompting traditional streaming services like Disney+, Peacock, and Netflix to explore short-form video features. This shift raises the question of how indie filmmakers can capitalize on this vertical video trend. Enter Vurt: a mobile-first vertical streaming platform designed specifically for independent filmmakers to upload their micro series or feature films in a vertical mobile-first format. The platform announced its launch on Tuesday, with more than 100 episodes of original micro-series, full-length films, and TV shows spanning various genres currently on the platform. There are even films featuring Kevin Hart and Vivica A. Fox. The company says a new original title is released on the platform each week. Image Credits:VURT As audiences increasingly gravitate towards content tailored for mobile devices, the adaptation of traditional storytelling methods to fit vertical formats feels like a natural progression. Vurt sees its platform as a solution that aligns with this future. The success of “micro-drama” platforms like ReelShort and DramaBox has proven that there is a sizable market eager for engaging, bite-sized content. This segment has exploded from niche status to a multi-billion-dollar industry. As reported by Appfigures, ReelShort was projected to achieve about $1.2 billion in gross consumer spending in 2025, whereas DramaBox generated $276 million in consumer spending last year. Even TikTok launched its own micro-drama app in January. Vurt also finds itself in direct competition with emerging apps like Watch Club, which features microdrama stories created by SAG-AFTRA and WGA actors and writers. What truly distinguishes Vurt is its approach to content distribution. Unlike traditional streaming services that often involve lengthy distribution processes through aggregators or major companies, Vurt allows creators to submit their content directly. Once approved, filmmakers can upload th...

Google announced on Tuesday that it’s expanding Personal Intelligence, its feature that allows its AI assistant to tailor its responses by connecting across your Google ecosystem, such as Gmail and Google Photos, to all users in the U.S. Previously only available to paid users, Personal Intelligence is available in AI Mode in Search, the Gemini app, and Gemini in Chrome. “Whether you’re looking for a specific brand of sneakers you previously purchased, or planning a family getaway based on your hotel confirmations and past travel memories, Personal Intelligence helps you find exactly what you need without having to give all the context,” Google explained in a blog post. Personal Intelligence is off by default, as users have the option to choose if and when they want to connect their Google apps to these services. If you’re at a tire shop and don’t remember your car’s tire size, any AI chatbot can help determine it. But with Personal Intelligence, Gemini can go further by suggesting all-weather tires after recognizing family road-trip photos in your Google Photos. Or, say you’re planning a vacation and searching for things to do and places to eat that everyone in your family will enjoy. With Personal Intelligence, AI Mode can draw on your hotel booking in Gmail and past travel memories in Google Photos to suggest a tailored itinerary with something for everyone. For example, you might see recommendations like an old-timey ice cream parlor based on the many ice cream selfies stored in Google Photos. Image Credits:Google In another example, you could be looking for a new bag to match the new shoes you just bought. With Personal Intelligence in Chrome, you’ll see a range of options tailored to your recent purchases and preferred brands and styles. The recommendations will include subtle details, like purses with hardware that go with your new gold shoes. Gemini doesn’t train directly on your Gmail inbox or Google Photos library. Instead, it trains on specific prompts in...

In China’s hyper-competitive AI arena, Alibaba Group Holding Ltd. has outpaced Tencent Holdings Ltd. with the sheer speed of rollouts and user growth. But the latter firm is now seizing the initiative as agentic AI fever grips the country. Tencent in just the past week introduced several signature products aimed at tapping a national enthusiasm for AI agents like OpenClaw — automated services that perform real-world tasks. They underscore an initial advantage for the WeChat operator: it’s grouped China’s entire universe of apps onto a single platform with 1.4 billion users. The company is now working to integrate its own AI agent into WeChat, automating tasks like hailing a ride or booking restaurants, according to a person familiar with the matter. The service could be launched as soon as next month, depending on computing constraints, the person said, asking not to be identified discussing private information. That presents a challenge for Alibaba, which leads Chinese large language model makers in open-source but has so far struggled to translate that into a significant commercial lead. Just this month, Alibaba lost a star model developer, raising questions about the company’s broader approach to AI. The company this week unveiled a big corporate restructuring to refocus on profiting from the technology. Investors are beginning to place bets on the outcome of that race. Tencent — which since 2025 had lagged Alibaba in stock market gains — has climbed 6% since it launched its agentic AI services Qclaw and Workbuddy, setting the stock up for its best monthly performance against Alibaba in two years. “This is a year that globally AI agents will become a very important form factor,” said Kevin Xu, a tech investor and founder of Interconnected Capital. “This should be the time that the Tencent kind of product excellence could shine.” Read More: Alibaba Starts Major Revamp to Heighten Focus on AI Profits China’s two largest tech companies report earnings back-to-back s...

To find quality dividend stocks that can give you the most bang for your buck, you have to do more than just screen for stocks with high yields and low payout ratios. That won't tell you the whole story about a stock, much less if its payout is safe and sustainable. Ratios can change over time, and it's also important to understand a company's business and financials to gauge whether it can truly be counted on as a solid income-producing investment over the long haul. One stock that might be easy to overlook is Enbridge (ENB +0.12%). The Canadian-based oil and gas stock has a payout ratio that's normally above 100%. But while that may seem concerning, its stable operations actually make it an ideal option for long-term dividend investors. Here's why this can be a solid pillar to build your portfolio around. The company has consistently met its guidance Enbridge is a leading infrastructure company in the oil and gas industry, with its pipelines connecting supply basins throughout North America. Its business model is stable and is anchored with long-term contracts, making Enbridge a fairly consistent company to invest in. In 2025, the company had another solid year, with its adjusted earnings rising by 9% to 6.6 billion Canadian dollars. Enbridge also has an impressive track record for meeting or exceeding its financial guidance for 20 consecutive years. Dividend investors might make the mistake in assuming its dividend is risky since the company's payout ratio is more than 100%, but Enbridge evaluates its dividend based on distributable cash flow (DCF), and that rose by 4% last year, and it expects it will continue growing. As long as DCF remains strong, as it has been for Enbridge, the dividend is not something investors need to worry about. Investing in smaller, up-and-coming companies can sometimes result in significant returns for investors down the road. However, these types of investments typically involve much more risk. One AI stock that has gotten a lot of attention of late is Nebius Group (NBIS 11.50%), which provides companies with access to cloud infrastructure that can help train data models. Its valuation has already swelled to a market cap of around $33 billion, after soaring by 350% in the past 12 months. Recently, tech giant Nvidia announced it would be investing $2 billion into the company, which has given it a further boost, as it's a sign of confidence that the business could, in fact, be the real deal. With a relatively modest valuation, loads of potential in building out artificial intelligence (AI) infrastructure, and Nvidia a key backer in its operations, could Nebius stock end up being a 10x investment? The company generated 547% revenue growth in its most recent quarter Nebius is in its early growth stages, and thanks to AI-related demand, its numbers have been through the roof. Last month, it reported its quarterly results for the period ending Dec. 31, 2025. Revenue for the quarter totaled $227.7 million, which was more than six times the $35.2 million it generated a year earlier. But as can also be the case with these types of fast-growing companies, losses also surge. Nebius incurred a loss of $249.6 million for the quarter, which was nearly double the $133.2 million loss it posted a year earlier. However, for a company that's experiencing such significant growth and has the potential to drastically rise in value due to demand for AI data centers and computing capabilities, investors have been willing to look past its losses, especially with Nvidia investing in the business and showing confidence in its future. Beyond Meat (BYND 8.08%)'s stock closed at just under $0.81 on Monday. It has been in free fall over the past 12 months, losing 76% of its value over that stretch. In order to remain listed on the Nasdaq exchange, its share price needs to remain above $1.00. If it doesn't, it risks being delisted. The company has been working on efforts to try to generate more growth, and recently announced the launch of a beverage line. But with plenty of bearishness surrounding the food stock of late, it may not be easy for the stock to rally. Is a reverse split inevitable? Is a reverse split bad news for a stock? Beyond Meat is likely to do a reverse split, simply because there doesn't appear to be any near-term catalyst to turn things around. The company recently received a warning letter from the Nasdaq, notifying it that its shares have been below the $1 price point for 30 consecutive days. It needs to get its share price up and regain compliance within 180 calendar days. A reverse split is likely inevitable for Beyond Meat in order to remain listed on the Nasdaq exchange. The good news is that it doesn't fundamentally affect anything. There are simply fewer shares outstanding, and the value of them goes up. But the company is in the same financial shape as it was before, and the stock is as attractive (or unattractive) as it was prior to the reverse split. "Our commitment remains focused: to sustainably secure the entire lifecycle of open source software," said Steve Fernandez, General Manager of OpenSSF. "By directly empowering the maintainers, we have an extraordinary opportunity to ensure that those at the front lines of software security have the tools and standards to take preventative measures to stay ahead of issues and build a more resilient ecosystem for everyone." "Grant funding alone is not going to help solve the problem that AI tools are causing today on open source security teams," said Greg Kroah-Hartman of the Linux kernel project. "OpenSSF has the active resources needed to support numerous projects that will help these overworked maintainers with the triage and processing of the increased AI-generated security reports they are currently receiving." "Alpha-Omega was built on the idea that open source security should be both normal and achievable. By funding audits and embedding security experts directly into the ecosystem, we've proven that targeted investment works," said Michael Winser, Co-Founder of Alpha-Omega. "Now, we're scaling that expertise. We are excited to bring maintainer-centric AI security assistance to the hundreds of thousands of projects that power our world." As the security landscape grows more complex, advances in AI are dramatically increasing the speed and scale of vulnerability discovery in open source software. Maintainers are now facing an unprecedented influx of security findings, many of which are generated by automated systems, without the resources or tooling needed to triage and remediate them effectively. Through this investment, Alpha-Omega and OpenSSF will work directly with maintainers and their communities to make emerging security capabilities accessible, practical, and aligned with existing project workflows. The effort will support sustainable strategies that help maintainers manage growing security demands while improving the overall resilience of the open sourc...
