A plant that liquifies and exports natural gas from the Gulf Coast of Texas has sold $2 billion of bonds, according to a spokeswoman. The offering by Port Arthur LNG, based in Southeast Texas, will refinance term debt used to help construct the first phase of the project, according to the representative for Sempra Infrastructure, which is leading the consortium on the project. The latest bonds were sold in a true private placement, according to people with knowledge of the matter. Private placements are a way for businesses, often high grade, to borrow directly from institutional investors such as life insurers. Banco Bilbao Vizcaya Argentaria S.A., KKR & Co. Inc., Royal Bank of Canada, Standard Chartered Plc, and Sumitomo Mitsui Financial Group Inc. were placement agents on the sale. The firms declined to comment or didn’t return requests for comment. Construction on the Port Arthur plant began in May 2023. The project developer began building the plant’s first two units, known as liquefaction trains, and then later doubled capacity and expanded the plant in September 2025. In total, the facility will have four LNG trains and a combined capacity of 26 million metric tons a year. The plant is slated to begin operations by 2027. Timing of Port Arthur LNG’s start is critical amid the war in Iran. That conflict led to the shutdown of the world’s largest LNG plant in Qatar, which was damaged by missile strikes earlier this month, crippling one-fifth of the supply market. The US is the largest LNG exporter globally.
