The commerce ministry said Washington’s actions against five Chinese refineries, including asset freezes and transaction bans, constitute an improper extraterritorial application of foreign law. Photo: VCG China’s Ministry of Commerce has issued an injunction barring domestic companies from recognizing or complying with U.S. measures targeting five Chinese refineries over alleged involvement in Iranian oil trade. The order, released Saturday, marks Beijing’s first use of a newly enacted blocking statute aimed at shielding Chinese firms from the extraterritorial reach of foreign sanctions and limiting losses caused by over-compliance. Such measures are often described as “long-arm jurisdiction,” a practice where a nation extends its domestic laws to foreign entities, typically to safeguard national security and economic interests.

I had, for a couple of months, been focusing on for-profit education companies more. Even though it is not an industry that I particularly like, I do find it intriguing. And I have found some opportunities in the space that I have been bullish about. This prospect was one of those examples. I found myself impressed by the rapid revenue, profit, and enrollment growth that the company had exhibited over the prior few years. Strategic acquisitions and an emphasis on healthcare-oriented programs made this possible. On top of this, relative to other similar companies, I felt as though it was priced at levels that made it appealing. And when I added on top of this its positive near-term outlook, I could not help but rate it a soft 'buy'. Whenever I rate a company a 'buy', I am making the claim that the stock should outperform the broader market for the foreseeable future. And sure enough, that is exactly what we have seen. Shares are now up 9.8%, which is well above the 2.9% increase that the S&P 500 saw over the same window of time. And even after this move higher, the company is still reasonably appealing. So honestly, I don't see a reason to downgrade it just yet. This is not to say that the picture cannot change as new data becomes available. Management has not yet revealed exactly when results for the third quarter of the 2026 fiscal year will become available. However, considering that last year, that occurred on May 15th, it's likely that we will see a similar date this year. As we approach that time, analysts expect a further increase in revenue. But profitability is forecast to fall some. So long as we don't see anything majorly negative and unexpected pop up, however, I will maintain my soft 'buy' rating.
