The Federal Reserve is evaluating a range of responses to combat financial fraud, including enhanced guidance and resources for banks, Michelle Bowman, Fed vice chair for supervision, said Tuesday. The Fed, which also supervises banks, estimated the net loss for individual consumers from non-credit card fraud at $63B in 2024. Overall, $84B was lost, but $21M was recovered. "U ltimately fraud threatens the integrity and reliability of our financial system," she said. " As a payment system operator, the Federal Reserve continues to enhance the fraud detection, prevention, and mitigation tools and services we provide to banks across our payment platforms," Bowman said in text for a speech she delivered at the 2026 Women in Housing and Finance Symposium, Washington, DC. One area the regulator is focusing on is improving fraud and scam classifier models that are integrated into the Fed's payment platforms. Currently, the same scam can get different labels. One may call it "online shopping fraud," while another says it's an "imposter scam." "A shared vocabulary around fraud types, scams, and prevention tools facilitates a better understanding of their prevalence and impact," she said. It's also crucial to cooperate with other partners in fighting fraud. The Fed is working with state and federal partners, including law enforcement, to address evolving threats. In that effort, Treasury Secretary Scott Bessent, FCC Chair Brendan Carr, and Bowman will hold a public-private roundtable on the topic. They'll ask participants to share what they're currently doing to fight payments fraud, what prevention mechanisms are working, and what additional cross-sector or government efforts would be helpful.
