Yet the tasks ahead are formidable: addressing a structural fiscal deficit in the city’s capital account while ensuring sufficient resources for future growth, all against an increasingly volatile and dangerous global backdrop. Article 107 of Hong Kong’s Basic Law requires the government to “follow the principle of keeping the expenditure within the limits of revenues in drawing up its budget, and strive to achieve a fiscal balance”. Chan, however, was not the architect of significant expansions in recurrent public spending. Since the 2010s, successive chief executives have ratcheted up expenditure on services for the elderly as legislators cried out for help for the growing population of seniors. A prominent example is the public transport fare concession scheme for the elderly and other eligible persons, introduced in June 2012. Its cost has surged from an estimated HK$255 million (US$32.5 million) in 2012–13 to around HK$5.5 billion in 2026–27. Measures such as more generous old-age allowances and lowering the qualifying age for transport concessions to 60 are estimated to have added at least HK$100 billion annually to public expenditure, increasing the government’s long-term fiscal burden. He said that the new partnership, called the Americas Counter Cartel Coalition, will leverage military resources, including the possible use of missiles, to combat the cartels. The heads of state of Argentina, Bolivia, Chile, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Honduras, Panama, Paraguay, and Trinidad and Tobago attended today’s summit, the White House said. It might seem unusual for an ornithologist to embark on a quest to find remote pachyderms, but for Boyes the connection is perfectly natural. He grew up in South Africa and wanted nothing more than to be an explorer, just like the people he read about every month in National Geographic magazine. "I grew up waiting for the magazine to arrive; I wanted the maps," Boyes told Ars. "Those would become my garden, or the field beyond, or the river—wild places imagined and real." Boyes' parents frequently took him and his brother out into the wild, including visits to Botswana and Tanzania. "We used to embed ourselves in baboon troops and walk with impalas," said Boyes, and while his brother feared elephants, Boyes was walking with them from a young age. Ghost Elephants contains some gorgeous underwater footage of elephant feet plodding through the water, and elephants swimming on their sides, behavior that matches Boyes' own experiences with the animals. Under the right circumstances, if they don't feel threatened, elephants "will come and swim around you and with you and interact with you," he said. "So elephants have always fascinated me."
