PC manufacturers can submit their own tested and validated versions of drivers for distribution via Windows Update, which (at least in theory) should maximize stability and minimize problems. But mistakes happen, and sometimes a driver update is distributed that causes more problems than it fixes. Normally when this happens, the company either needs to submit an updated fixed driver to Windows Update, or the user is on the hook for either rolling back the update or finding and downloading a better driver themselves. Hill County had been approached by several data center builders in recent weeks, and feared the potential impact to local water supplies and quality of life, County Commissioner Jim Holcomb said in a meeting Tuesday. The County Commissioners Court passed the pause after hours of negative testimony from people at the meeting. “The data center folks have found a sweet spot in a state that has limited regulations, limited enforcement, limited code, and they’re coming faster than we can keep up with,” Holcomb said during the proceedings. “This is a public health, public safety matter that the Commissioners Court needs to take on.” The moratorium amounts to a rare rebuke in growth-friendly Texas as lawmakers and Governor Greg Abbott position the state as a leader in the data center boom. OpenAI’s and Oracle Corp.’s flagship Stargate campus is being built in Abilene, adjacent to a 700-megawatt data center that will be leased by Microsoft Corp. Hill County’s move appears to be a first for Texas, according to The Texas Tribune , which reported on it earlier. Abbott’s office declined to comment. And I believe one of two things will happen in the quarters ahead. Either the market will continue to buck history to trade at even more extreme valuation levels. Or equities will follow the path of every other boom and bust cycle triggered by a huge technology paradigm shift. Of course, the last time that happened was during the Internet Boom from 1995 to 1999, which triggered the Internet Bust in March of 2000. Before the market bottomed late in the summer of 2002, the NASDAQ had given back just over 80% of its value peak to trough. Investors snagged 5% yields on 30-year Treasuries for the first time since 2007, as surging energy prices push inflation — and expectations for more of it — higher. A $25 billion auction of new 30-year bonds on Wednesday was awarded at 5.046% based on the yields that bidders said they were willing to accept. The result, which was slightly above the level seen in trading immediately before the auction, showcased middling demand as US government yields reach their highest levels in nearly a year. Sales of three- and 10-year Treasuries earlier in the week were met with lower demand than expected. The last 30-year Treasury to carry a 5% interest rate was sold in 2007, on the brink of the global financial crisis and US economic recession. Since then, no 30-year Treasury has carried an interest rate higher than 4.75%. The lowest 30-year fixed rate in the past 20 years was 1.25%, set by an auction in May 2020 following the onset of the pandemic. That bond trades at less than 50 cents on the dollar to entice buyers. The fixed interest rates on Treasury notes and bonds are determined by auction results, and a result between 5% and 5.124% dictates a coupon rate of 5%. It’s not the only Treasury security to carry a 5% interest rate during the past two decades. Twenty-year bonds, reintroduced by the US government in 2020, have traded at higher yields than 30-year bonds for much of the time since then, reflecting weaker investor demand. As a result, a 20-year bond sold in May 2025 carried a 5% interest rate. The US government’s longest-maturity securities have traded at yields higher than 5% at various points in the past five years, initially breaching the level in October 2023 after the Federal Reserve raised interest rates by more than five percentage points to throttle the last inflation outbreak. A ramp-up in Treasury auction sizes during that period contributed.

It is cumulative through the current fiscal year which ends in June, he said. Many of these costs were incurred before receiving any revenue, Wetter said. “We needed to build Azure infrastructure in advance of providing those services to OpenAI,” he said, referring to Microsoft’s cloud-computing division. Wetter was testifying as part of Elon Musk ’s high-profile case against OpenAI and Microsoft in federal court in Oakland, California. In a 2024 lawsuit, Musk accused fellow OpenAI co-founders Sam Altman and Greg Brockman of abandoning the startup’s founding mission as a nonprofit to benefit humanity when it took steps to operate as a for-profit business.
