The ruling Prosperity Party is facing a highly fragmented opposition in today’s vote and should easily retain its parliamentary majority, handing Prime Minister Abiy Ahmed another five-year term. But the likelihood that the political status quo will remain unchanged doesn’t mean all is well in Africa’s second-most-populous nation. Ethiopians are still contending with the aftermath of a two-year civil war that pitted federal government troops against forces from the northern Tigray region and claimed hundreds of thousands of lives before a peace accord was agreed in 2022. Lingering tensions were underscored by the electoral board’s decision to defer voting in 38 constituencies in Tigray and eight others in neighboring Amhara due to security concerns, unrest and logistical challenges. Elsewhere in the country, the military continues to battle armed groups, including the Oromo Liberation Army, and Fano militias in Amhara. Ethiopia is also facing growing regional animosity: Relations with Somalia and Eritrea soured over Abiy’s push for direct access to the sea ; Egypt is angry about the construction of a huge dam on a tributary of the Nile River in Ethiopia that could disrupt water flows downstream; and Sudan’s military accuses Addis Ababa of backing a militia in the nation’s civil war. As the Kremlin’s war in Ukraine continues, the EU is stepping up plans to intensify pressure on the Russian economy. As we reported over the weekend , among the proposals under consideration for the 21st sanctions package is a temporary freeze to its price cap on Russian oil. The bloc adopted a mechanism last year to ensure that the price cap is automatically set every six months at 15% lower than the average market rate for Russian Urals crude. But because oil prices have soared due to the Iran war, the next review in July would likely see the level rise to at least $65 a barrel, higher than the previous $60 threshold set collectively by the Group of Seven. Under the proposed freeze, the European Commission is considering keeping the price cap at the current level of $44.10 per barrel, therefore limiting the money Russia could pocket from the current surge in prices. Other measures under discussion for the new sanctions package include targeting institutions used by Moscow to circumvent the bloc’s restrictions, including banks, oil traders, refineries and crypto operators in third countries. In addition, about 20 more Russian targets would be sanctioned, and the restrictions would ultimately be extended to ships carrying liquefied natural gas, Bloomberg’s Alberto Nardelli and Ewa Krukowska report. Commission officials are currently discussing the proposal with EU member states. Among the tricky issues is a full ban on maritime services, with several countries opposed unless the measure is backed by the wider G7. The ongoing discussions on the next phase of sanctions against Russia come as Ukraine has stepped up its attacks on Russian oil refineries, hitting a record number in May.
