June’s summer heat has settled over Washington, and trade tensions are bubbling up again. That means it’s time for Dominic LeBlanc, the man with the longest title in Canadian politics, to get back on a plane. LeBlanc is the president of the King’s Privy Council for Canada, the minister responsible for Canada-US trade, the minister of intergovernmental affairs and, somehow, also the minister of internal trade and One Canadian Economy. The second title matters most, because there’s probably nothing more important right now to the health of the Canadian economy than trying to keep the North American trade agreement intact, in the face of tariff assaults from the White House. So LeBlanc heads to Washington on Tuesday to see US Trade Representative Jamieson Greer, the man leading the effort to squeeze Canada and Mexico in trade talks. In recent weeks, Greer has seemed to opt for a divide-and-conquer strategy — focusing first on talks with the Mexican government while leaving Canada to stand in the corner and wait. Canada’s positive spin is this: The US and Mexico have a longer list of issues to deal with, so it’s natural that they would start first. The negative version is that the Trump administration wants to make Prime Minister Mark Carney’s team feel as rattled and uncertain as possible — partly as a negotiating strategy, and partly as punishment for Canada’s decision to retaliate last year with counter-tariffs and other measures. But Canada also has some of what the US wants, including a huge surplus of oil, gas, potash and other natural resources. Carney wants to use those as bargaining chips with President Donald Trump, and there has been a subtle but noticeable shift in his tone of late. The First Trust NASDAQ Cybersecurity ETF ( CIBR ) even beat the VanEck Semiconductor ETF ( SMH ) in the middle of the second quarter. It seems like ages ago when the Citrini Research piece crushed names like CrowdStrike ( CRWD ) and Palo Alto Networks ( PANW ). I had a hold rating on CIBR back in March 2025 . Shares are up 37% since then, dividends included, outperforming the S&P 500 by about 5 percentage points. But literally all of the ETF’s advance has come just since early April. For quarters on end, cyber names did a whole lot of nothing. Today, with a key technical breakout and a reasonable valuation, I am upgrading CIBR to a buy. I’ll note the ETF’s fundamentals and valuation and offer a fresh look at the breakout in the chart’s technicals. CIBR: Major Recovery From The March Intraday Low StockCharts.com According to the issuer , CIBR owns a basket of stocks of companies engaged in the cybersecurity segment of the Information Technology and Industrials sectors. It includes shares of companies primarily involved in building, implementing, and managing security protocols for private and public networks, computers, and mobile devices to protect the integrity of data and network operations. CIBR is a large ETF, now with $13.7 billion in assets under management as of May 29, 2026. That’s up from $8.1 billion at the time of my previous analysis. Its annual expense ratio is moderate at 58 basis points, while the trailing 12-month dividend yield is low at just 0.46%, more than a half-point below that of the S&P 500. Share-price momentum has been stellar lately, earning the product a pristine A+ ETF Grade in that category by Seeking Alpha’s quantitative scoring system.
