RTX ( RTX ) on Wednesday said BBN Technologies has been awarded a contract by the Defense Advanced Research Projects Agency (DARPA) under its X-ray Extreme-range Non-imaging Analysis program, aiming to enhance service members' situational awareness in the field. Under the XENA program, BBN will create a system that uses advanced mathematical modeling and image analysis to enhance the visibility of objects, even with incomplete or messy data, without needing large amounts of training examples. The team will run simulations, build the software, and test it to show how well the system can uncover important details about objects. "Long-range X-ray imaging requires a fundamentally different approach," said Joshua Fasching , BBN principal investigator on the effort. "We are developing algorithms that turn a small number of grainy snapshots into enough detail for decision-makers to act, whether the mission is assessing potential threats or supporting emergency response operations." Portable X-ray scanners require close range for clear images, as long-range use is hindered by weak signals, motion blur, and limited viewpoints, rendering traditional methods ineffective. BBN's approach will combine a handful of low-quality views, using shared patterns to reveal interior detail with far fewer photons. As a result, service members will have access to actionable information about concealed threats, potential weapons, or structural vulnerabilities from ranges previously beyond reach. The best news of the day was that the Trump administration implemented a new 10% global tariff rate on Tuesday morning, despite the President threatening 15% over the weekend. This works out to be a new form of stimulus for the economy and bull market. Finviz What concerned me on Monday is that a 15% rate would undermine trade agreements with several trading partners that had been negotiated over the past year. It looks like I wasn’t the only one concerned. This seems to be why a 10% rate was implemented for the next five months under Section 122 of the Trade Act of 1974. That rate doesn’t violate any of the agreements. In fact, according to The Budget Lab, it lowers the overall effective rate from 16% to a range of 9-12%, depending on whether it is extended. More importantly, this reduces the tariff revenue collected by an annualized $140 billion. Even if the rate is lifted to 15%, it still reduces it by approximately $70 billion. This is a meaningful reduction in cost for U.S. companies that import goods. It is a positive rate of change. The Budget Lab Because the Section 122 tariff of 10% will expire in five months, the administration will need to use tariffs under Sections 301 and 232 to replace it. However, these require formal investigation and comment periods that typically take much longer than five months. I will speculate, as I did with the recent Supreme Court decision, and say that no matter what happens, the effective tariff rate will fall well short of the 16% that existed before the ruling that struck down tariffs under the Emergency ...

The threat to software-backed businesses from artificial intelligence should prompt investors to shift focus from technology to companies that toil in the physical world, like miners, power producers and industrial firms, according to Ulrike Hoffmann-Burchardi , global head of equities and chief investment officer for the Americas at UBS Wealth Management. Her firm is embarking on morphing portfolios from targeting “bits to atoms,” she said on the sidelines of a financial industry conference in Miami Beach on Tuesday. That means buying shares of equipment makers, power generators and resources miners — companies that build the physical infrastructure necessary to drive the modern economy. The move comes at the expense of tech firms, long darlings of the AI trade that powered the stock market for the past three years. There are parts of the technology sector vulnerable to disruption, she said, notably software companies, but also service providers like law and financial firms that rely on software, Hoffmann-Burchardi said. While the CIO expects AI will rattle a large swath of industries, she anticipates a strong economic backdrop combined with monetary easing can still keep powering stocks higher. “The macro is very, very supportive — however, I think the AI portion is going to get more tricky,” she said. “The last few years, it seems like a tide that lifted all boats, but this year, AI is going to be increasingly a differentiator between winners and losers.
