The government will unveil the measure, which will be subject to consultation, as part of its wider road safety strategy launched on Wednesday. The shake-up of driving laws is aimed at reducing the number of people killed or badly injured on Britain's roads by 65% over the next decade, and by 70% for children under 16. Around a fifth of all deaths or serious injuries from crashes involved a young car driver in 2024. The government believes a minimum period between sitting the theory test and the practical test would help learner drivers develop their skills, including driving in different conditions. The Department for Transport will consult on three or six months for the minimum learning period. It would include any informal learning they may do with parents or guardians as well as formal lessons with a driving instructor. Evidence from other countries suggests minimum learning periods could reduce collisions by up to 32%. Currently, learner drivers can take lessons from 17 and book a practical test as soon as they have passed a theory exam. The majority of driving tests in Britain are taken by under-25s. In 2024-25, about 55% of tests were taken by drivers aged 17-24. NBC, which has held exclusive media rights to the Winter Olympics since 2002, said Tuesday it set a record for ad sales for the event. The broadcaster signed on more than 100 new companies and brands for this year’s Games, which will take place in Milan and Cortina, Italy, from Feb. 6 to Feb 22. NBC declined to disclose specific figures for the ad sales. Not only does it appear that OpenAI has lost its fight to keep news organizations from digging through 20 million ChatGPT logs to find evidence of copyright infringement—but also OpenAI now faces calls for sanctions and demands to retrieve and share potentially millions of deleted chats long thought of as untouchable in the litigation. On Monday, US District Judge Sidney Stein denied objections that OpenAI raised, claiming that Magistrate Judge Ona Wang failed to adequately balance privacy interests of ChatGPT users who are not involved in the litigation when ordering OpenAI to produce 20 million logs. Instead, OpenAI wanted Stein to agree that it would be much less burdensome to users if OpenAI ran search terms to find potentially infringing outputs in the sample. Daily oil output in the South American nation could slump to 600,000 barrels by next month if the blockade persists, Kpler said Tuesday. That would compare with an average of 1 million barrels as recently as November. The blockade imposed by US President Donald Trump has disrupted the arrival of the so-called dark fleet of vessels that Venezuela has relied on to transport crude to Asia. US military forces already have seized two ships and are in pursuit of a third tanker, the Marinera, also known as Bella 1, CBS News reported. Kpler estimates that state oil company Petroleos de Venezuela SA’s 15 million-barrel “storage buffer” can absorb roughly 50 days of backed-up exports. If PDVSA cannot find ships in which to stow crude, it may have no option but to begin shutting wells, according to Kpler. The blockade also is hindering deliveries of Russian naphtha that PDVSA needs to dilute tar-like heavy crude so that it is suitable for processing by refiners. Output could grow to just shy of 2 million barrels a day by the end of 2028, the firm projects. So far, only Chevron Corp. is permitted to produce and export Venezuelan oil under a license from the US Treasury. The supermajor continues to export crude to the US under the terms of that license.
