At a meeting last week, the board for the California Community Choice Financing Authority approved the issuance of bonds to finance the acquisition of a long-term supply of electricity at a discounted price for Pioneer Community Energy, an electricity provider based in Rocklin, California. Pioneer Chief Executive Officer Don Eckert confirmed the vote through a spokesperson. The bond offering will be underwritten by Goldman Sachs Group Inc., according to meeting documents. A representative for Goldman declined to comment. As part of the deals’ complicated structures, a financial middleman — often banks or insurance companies — receives the proceeds from the bond issues, which they can invest. Those funding recipients then make regular payments needed to procure the energy for the utility. The utility’s payments for the energy are typically then used to repay bondholders. Investors in the sector count on getting higher interest rates on prepaid energy bonds compared to similarly-rated muni bonds.
