What Joe is thinking about today Just over two centuries ago, US President James Monroe established in a State of the Union address this notion that Latin America would be off limits to European colonizers. The Western Hemisphere was ours for the managing. Latin America was our backyard. Of course over time, this came to be known as the Monroe Doctrine. And by and large, with some variations, many successive presidents more or less worked on the same operating principle. Now in the wake of the arrest of Nicolas Maduro, everyone’s using this term the ‘Donroe Doctrine,’ to describe President Trump’s operationalizing of this principle. This is the topic of today’s episode of the podcast , in which we talk to Yale historian Greg Grandin about the history of American involvement in Latin America, and why and when we tend to get active in the region. Greg is fantastic, and I learned a lot in the conversation. With that out of the way, I don’t think the Donroe Doctrine is actually a thing. I mean, what is a doctrine in the first place? In the national security context, it’s some set of established principles or ideas that inform and bind how presidents operate and see the world. We’re not talking about formal, written laws, but they are an abstraction. They can be discussed and analyzed and modified and updated over time. They are articulable.
