If the talks fail again, the four-year war is likely to continue until one side reaches a breaking point and is forced to give in. Russia launched the “most powerful” attack this year on Ukraine’s battered energy facilities overnight, Kyiv said on Tuesday. Ukraine said Russia had attacked with 71 missiles and 450 attack drones. Six people were wounded in the capital, officials said, and a drone strike on the southern city of Zaporizhzhia also killed two teenagers and wounded at least 11 people. Russia’s defence ministry said it had launched “a massive strike” against “Ukrainian military-industrial complex enterprises and energy facilities”. The company had been prepared to spend nearly $1B to meet Quebec's demands to reduce arsenic emissions at the Rouyn-Noranda Horne smelter and upgrade its facilities. The decision raises questions about the future of the smelter as well as Glencore's ( GLCNF ) ( GLNCY ) refinery in Montreal, as the smelter would not comply with provincial environmental standards as of March 2027. Glencore ( GLCNF ) ( GLNCY ) wanted to obtain certain guarantees from the Quebec government about its environmental obligations before making the investment. The company said it was "irresponsible" to authorize investments "without assurance regarding the ability of the smelter to continue its activities under predictable and realistic conditions in the long term."
