Sweden is moving forward with plans to lower the age of criminal responsibility from 15 to 13 in serious cases as it grapples with a growing number of children recruited into gangs to carry out violent crimes without facing serious legal repercussions. Strommer insisted that the proposal did not amount to a "general lowering of the age of criminal responsibility" and would only apply to the "most serious crimes" such as murder, attempted murder, aggravated bombings, aggravated weapons offences and aggravated rape. Under the proposal, some of these offenders could face prison sentences in certain cases. The country’s banking regulator, known by its Turkish initials BDDK, has written to the lenders this week, urging them to refrain from synthetic swap transactions they use for accessing liras cheaply overseas, people familiar with the matter said. The directive follows discussions between central bank and finance ministry officials in London and New York earlier this month, during which they raised concerns about local banks skirting offshore swap limits, according to the people who declined to be identified because the talks were private. Following those meetings, the central bank introduced new measures making it more expensive for the banks to borrow liras abroad. The central bank and the BDDK declined to comment. The authorities had become concerned about the large volumes of synthetic overnight swaps deployed by local banks to sell hard currency to offshore counterparties, while selling the equivalent amount of dollars for liras in the local market, the people said. The trade allows banks to access lira funding at about 30%, compared with the central bank’s 37% rate. The outstanding volume of such transactions is estimated at billions of dollars, according to traders who declined to be identified. Because these operations are not reported as swaps, they fall outside the existing limits , effectively allowing banks to circumvent the rules, the people added.
