A survivor of the 2023 Nottingham attacks has said a similar incident could happen again without improvements to mental health services in the region. Wayne Birkett criticised the lack of changes at the Nottinghamshire healthcare NHS foundation trust, which was responsible for Valdo Calocane’s mental health care between May 2020 and September 2022, and called on the health secretary, Wes Streeting, to directly intervene. Calocane killed Barnaby Webber and Grace O’Malley-Kumar, both 19 and students, and Ian Coates, 65, a caretaker, in a frenzied attack in the early hours of 13 June 2023. After the fatal stabbings, Calocane drove a van into Birkett, Sharon Miller and Marcin Gawronski, leaving all three with severe and life-changing injuries. Calocane, who had been diagnosed with paranoid schizophrenia before the attacks, was sentenced to a hospital order in January 2024 after admitting to three counts of manslaughter on the grounds of diminished responsibility and three counts of attempted murder. A damning report by the Care Quality Commission (CQC) published in 2024 found there had been “a series of errors, omissions and misjudgments” in Calocane’s mental health care and that without action the issues would “continue to pose an inherent risk to patient and public safety”. Earlier this year the trust was told to make “significant improvements” after the CQC carried out 39 inspections between May 2024 and August 2025 and concluded five mental health services required improvement and action was needed in 10 services where there were “breaches of regulation”. Birkett, 62, who was placed in a coma after Calocane’s attack and continues to manage the impact of complex brain and physical injuries, said “nothing’s changed” since the initial report into the trust and he feared this could lead to a similar attack. “It already has happened again … Wait for another Nottingham attack I suppose, it will happen unless something is done,” he said. Eurostar is refusing to honour expenses claims after a power failure in the tunnel stranded thousands of passengers last month. Our party of four was stuck at Brussels station when all trains to and from London were cancelled for 24 hours. Eurostar staff told us to find a hotel and handed out leaflets promising that accommodation, food and transport costs would be refunded. It directed us to an online rebooking page that showed no availability for two days. Its normal booking site showed seats on offer for the following day, which suggests it was prioritising new passengers over those who were stranded. We used the latter site to buy tickets at a cost of €1,230 (£1,072). I submitted my expenses claim and all I’ve received is a £120 voucher to offset against future travel on Eurostar. CD, London Others are reporting similar rebuffs on social media platforms after the power outage left thousands struggling to get home before New Year’s Eve. EU rail passenger rights regulations oblige rail operators to cover reasonable expenses in situations such as these, and Eurostar’s own terms and conditions promise additional compensation of 75% of the fare for the affected journey in vouchers or 50% in cash if a service is delayed by more than 180 minutes. The company tells me the voucher was an apology for the delay in reacting to claims, rather than a full and final settlement. This is unconvincing – the email accompanying the voucher told you your case had been closed. It had hoped, it tells me, that the vouchers would be a “suitable resolution”, but added that those owed more were welcome to get in touch and start the process again – a process that, by its own admission, is now bogged down with claims. This past year saw a rise in the S&P 500 of 16.39% and in the Nasdaq of 20.36%. The ten-year US Treasury yield declined from 4.57% at the start of the year to 4.17% at year end. Investment firm Ambienta SGR has raised over €500 million ($594 million) for its inaugural private credit fund to lend to environmentally sustainable mid-market companies in Europe, a sign of investor demand even as green finance has fallen lower on the political agenda. Europe-based investors including Netherland’s APG Asset Management , the European Investment Fund and the UK’s Environment Agency Pension Fund have backed Ambienta’s fund, according to a statement seen by Bloomberg News. Asian and North America investors have also committed. The firm is among European players which have raised or are in the process of raising credit funds with a sustainable mandate, including Colesco Capital and LGT Capital Partners . Sustainability efforts in private credit markets were relatively nascent until a few years ago, when investors started to demand and expect Environmental, Social and Governance (ESG) metrics in portfolios. However, the Trump administration’s opposition to renewable energy and a push in Europe to boost competitiveness are posing headwinds to the EU’s ESG agenda. Ran Landmann , partner and chief investment officer at Ambienta’s credit arm, sees the firm’s business as removed from political mood swings. “The theme of environmental sustainability is no less relevant than it was a few years ago,” Landmann said in an interview. Ambienta, he said, invests “in companies whose products and services are driven by sustainability and business drivers, rather than political goodwill.” The fund has already deployed around €300 million across 13 companies, according to a statement from Ambienta. The legislation is intended to establish an EU-wide framework for investments in broadband expansion and telecommunications infrastructure. Whether this approach will succeed in mobilizing private capital on a larger scale, however, remains questionable. With the Digital Networks Act (DNA), an important European Union infrastructure framework is entering its final legislative phase. Following preparatory consultations last year, the European Commission has now published its official proposal, aimed at harmonizing national telecommunications networks across member states under uniform rules. The objective is to close the substantial technological gap with leading digital economies such as the United States and China, and to provide businesses with a reliable legal framework to accelerate the rollout of 5G technology and fiber-optic networks. Responsibility for the project lies with EU Technology Commissioner Henna Virkkunen. DNA to Refocus Subsidy Policy The DNA will replace the existing European Electronic Communications Code (EECC) and establish the structural framework for competition, cybersecurity, and the development of digital networks. If the European Commission succeeds in reaching an agreement with the European Parliament and the Council—widely considered likely—the regulation could enter into force as early as January 2027. The final text would then still need to be transposed into national law by the member states.
