Ghana is considering an overhaul of the long-time pricing regime used to pay farmers for their cocoa, a sign of the pressure a boom-and-bust in the futures market has put on major growers. The world’s second-biggest producer of the chocolate-making ingredient plans to introduce a flexible pricing system, linked with international prices of the commodity, according to people familiar with the plans. The mechanism under consideration would allow for automatic domestic price adjustments when international prices change, said the people who asked not to be identified as the information isn’t public. Finance Minister Cassiel Ato Forson is expected to announce details of the measures as soon as Thursday. The proposal will be sent to parliament for approval later this year, as part of a package of new laws to overhaul the Ghana Cocoa Board, the industry regulator known as Cocobod, the people said. Ghana runs a tightly controlled domestic cocoa market through the Cocobod, which pays both domestic and international licensed buying companies for beans delivered to its warehouses at the ports. The country pays a fixed price that it sets at the beginning of the harvest. Shaking up the system would make it easier for international traders to source beans, as well as allowing farmers both to more quickly benefit from run-ups in prices — as well as making them more susceptible on the downside. Ghana, which has been paying growers 58,000 cedis ($5,277) a ton this year, stopped buying the beans after prices of cocoa futures in New York slumped and are now about 30% lower than the administered price. The Cocobod has been in talks with the finance ministry to find a solution to the crisis, including considering a plan to subsidize farmers. After surging to an all-time high of more than $12,000 in late 2024, New York cocoa futures have plunged 70% from the peak. An ongoing evaluation is now underway at the $112 billion pension plan, which is based on “an assessment of the political system in the United States in a broad sense,” Chief Executive Officer Martin Præstegaard said in an interview. The US has “performed very well for many years,” but the question is “whether that can continue.” Any shift away from the US market would take place gradually, he said. ATP’s portfolio of private assets — unlisted equity, real estate and infrastructure — was worth about 113 billion kroner ($18 billion) at the end of December and is currently overweight the US. ATP, to which working Danes are required by law to contribute, is the latest institutional investor in Europe to signal growing unease toward US markets, as everything from chronic fiscal bloat to erratic tariff announcements add risk. Denmark’s relationship with the US has been further complicated by the Trump administration’s efforts to seize Greenland, combined with its combative approach toward key Danish industries including wind power and obesity treatments. What some of these investors don’t know is that they are not necessarily buying value but could, in fact, be selling it. Before turning your investment perspective upside down, let’s define how most investors think about value and growth stocks. Commonly, investors refer to value stocks as those whose shares trade at a low price relative to their earnings and earnings potential. Growth stocks are those whose earnings are expected to grow faster than the market average. For some reason, investors often assume that growth and value are mutually exclusive. They are not, as we will explain. Valuation Heat Maps The FinViz website offers a great perspective on valuations across the S&P 500. Their heat map below shows the P/E ratio for every S&P 500 stock. The “E” is based on the trailing twelve months of earnings. The box sizes are commensurate with each market cap. This layout provides a unique way to view and compare valuations by stock, sector, and market cap. As the map shows, many companies, large and small, across most sectors, have expensive P/E ratios of 30 or higher. Conversely, there are very few green boxes with more reasonable P/E ratios. The P/E ratios shown above are a good indicator of a stock’s current price relative to its earnings over the last 12 months. There is a benefit to tracking trailing earnings-based valuations; however, we must keep in mind that investors are buying tomorrow’s earnings, not yesterday’s .
