It creates the designs for processors used in billions of devices, from smartphones and cloud infrastructure to increasingly AI systems. Arm shares are moving higher in pre-market trading after the company introduced its AGI CPU for AI data centers and laid out ambitious long-term expectations for the product. The announcement, along with partnerships with companies such as Meta Platforms ( META ) and OpenAI, and manufacturing handled by Taiwan Semiconductor Manufacturing Company ( TSM ), signals a real strategic pivot for the company. Instead of only licensing its chip designs to other companies, Arm is starting to sell its own CPUs designed for data centers. After going over the news, factoring in the data, and reflecting on the implications, I’m leaning bullish because the goal is to capture more of the value from AI infrastructure rather than remain a supplier of underlying designs. Arm Holdings: Expanding Beyond Chip Design Arm’s business model has historically been simple. The company doesn't manufacture chips itself. Instead, it designs the processor blueprints that other companies use to build their own chips. Companies such as Apple ( AAPL ), Qualcomm ( QCOM ), Nvidia ( NVDA ), and many smartphone chip manufacturers license Arm’s designs and then incorporate those designs into the processors they produce. But AI infrastructure changes the economics of chips. CSS share of Arm royalties : ~20% Years since CSS introduction: ~3–4 years. AI chips, especially the ones used in cloud data centers, are incredibly complex systems. It’s a whole system-on-chip architecture problem. And that’s where CSS (Compute Subsystems) come in. Instead of selling just a CPU core, Arm sells something closer to a pre-integrated platform: CPU clusters, interconnects, memory systems, and other components already designed to work together. In the first weeks of the war with Iran, the expectation was that the impact on the global economy would be short-lived, but as it has dragged on that is no longer the case. Two weeks ago, Christian Ulbrich, CEO of JLL, said he was not "overly concerned" about interest rates, because he thought the end of the war would be coming soon. "If it doesn't," he told the Property Play podcast, "We have a different situation." JLL has a major footprint in the Middle East, managing and leasing properties in Dubai and Abu Dhabi in the United Arab Emirates and in Riyadh, Saudi Arabia. It also provides project and investment management for large-scale infrastructure and investment projects. Ulbrich said his concern first and foremost was for his employees in the region, and that he had been in close touch with managers there monitoring their safety. The business impacts, he said, depended on how long the conflict lasted. "It's a tragedy from a point that the region was on a really strong growth trajectory, and this is, at the moment at least, interrupted for the time being," said Ulbrich. Residential real estate transactions in the UAE were down 38% in the second week of March compared with the same period in 2025, and the value of transactions was down 42%, according to analysts at Goldman Sachs in a recent report. And it's not just the Middle East. "We entered this conflict with a very strong outlook for 2026. The economy was doing really well globally and particularly well here in the U.S.," Ulbrich said. Europe’s efforts to scale up its defense spending took a small step today as the EU announced a pilot grant program for startups developing new defense technologies. The announcement is small fry in terms of money — €115 million from the bloc’s current budget, distributed in company grants of up to €5 million — but the bigger goal is speed. The European Commission says it’s about getting cash to small scale-ups within four months in a bid to respond to a rapidly changing defense landscape shaped by innovative technologies like AI and quantum computing. Access to capital has long been a problem facing small companies in Europe. One statistic cited by Defense Commissioner Andrius Kubilius today stands out: about 75% of defense procurement goes to big contractors in Europe, compared to less than 40% in the US. The limited level of funding announced today also illustrates the challenges facing the EU as it tries to burnish its credentials as a serious defense player. Apart from its €150 billion loan program known as SAFE, most of the big defense spending decisions are made at the member state level, not by Brussels. Europe is still facing a massive challenge in developing anti-ballistic missiles and air-defense capabilities — a big issue for Ukraine, which is continuing to battle drone attacks from Russia — a gap that programs like those announced today are unlikely to address. Further insights into Europe’s defense challenges will be revealed tomorrow when NATO Secretary General Mark Rutte presents the agency’s 2025 annual report. Angered by the fuel price hikes, some Chileans on Wednesday evening banged pots while student protests briefly shut a key metro line in the capital Santiago. The new government of conservative President José Antonio Kast decided to unleash the full brunt of the oil price shock onto most consumers all in one go, asserting that the previous administration’s reckless spending left it no other choice. Just two weeks into his term, it’s Kast who’s facing blowback, even from some of his core supporters who voted for an “emergency” government focused on crime and migration, not fuel prices. A Cadem poll, published Wednesday and conducted after Finance Minister Jorge Quiroz announced the abrupt fuel price increases on Monday night, showed that Kast’s approval rating dropped by four percentage points to 47%, while his disapproval climbed by seven points to 49%. “As someone who voted for Kast, I’m worried about how solid their arguments are,” said Ramón Gutiérrez, a trucker in south-central Chile that’s a conservative bastion of Kast support. On top of the immediate hit of diesel prices, Gutiérrez said he’s concerned about higher costs for labor, spare parts and tires. “The government should have done this more gradually. I would have been more cautious,” he said. In his pre-recorded interview with Teletrece Monday night, Finance Minister Quiroz quipped that truckers, like himself, “can’t work miracles. Clayton, now the U.S. Attorney for the Southern District of New York, said authorities would work to reconstruct the activity and identify participants across markets. "They'll go back and track every single thing, everyone," he said. The SEC declined to comment. Clayton noted that regulators have the most visibility in cash equities, where trading data allows for detailed analysis of who bought and sold securities and when. Surveillance in other areas, including futures and commodities markets, can be more complex and less comprehensive. "I always tell people our best surveillance is in the cash equities markets — like, we can track it," Clayton said. "Commodities markets, and others, it's a little more difficult." The comments come after a sharp spike in trading volume in S&P 500 and oil futures around 6:50 a.m. New York time, roughly 15 minutes before Trump's post helped lift equity markets and push oil prices lower. SLB ( SLB ) will serve as the modular design partner for Nvidia ( NVDA ) DSX data centers, using offsite construction to reduce costs, labor constraints, and lead times. The companies will develop an "AI Factory for Energy" reference environment powered by generative AI models and industrial-scale agentic AI that will run on SLB's ( SLB ) digital platforms to help energy companies use AI for their data and operations.
