As part of the Star Ratings system, the CMS grades MA plans on a 1 to 5 scale, which is calculated based on numerous metrics that consider patients’ health outcomes, the level of customer experience, and other measures. The decision is expected to boost the star ratings and, therefore, the financial profile of health insurers focused on the MA market, as healthcare plans with four or more stars receive annual bonus payments from the government. According to the final CMS regulation released on Thursday , health insurers are expected to gain over $18 billion as 11 metrics of the Star Ratings system are set to be eliminated when the changes take effect from the 2027 measurement period. In November, when the rule was proposed, the agency projected the changes would cost taxpayers about $13B. The news of additional funding would be a much-needed relief for MA insurers awaiting a final decision on 2027 reimbursement rates, which, according to a proposed rule earlier this year, are set to remain roughly flat compared to the prior year. Jason Finn/iStock via Getty Images Spruce Power's ( SPRU ) pivot to residential U.S. solar has helped boost its revenue profile but failed to improve profitability, with the firm burning through its cash reserves at a time when capital looks set to remain in a risk-off mode. SPRU reported fiscal 2025 fourth quarter revenue of $24.02 million , up 18.7% over its year-ago comp. The growth seen was on the back of the company's $132.5 million acquisition of a residential solar portfolio from NJR Clean Energy Ventures in November 2024. NJR's assets consisted of 9,800 solar systems in New Jersey that are backed with long-term lease agreements with homeowners, with an average remaining contract life of over 11 years. However, revenue dipped by 21.8% sequentially and is down from $33.2 million in the second quarter. This dip was more reflective of seasonality with solar production, with generation lower during the winter months. It's a trend that can be seen with SPRU's 3-year revenue trendline. The ticker has dipped roughly 40% from its 52-week high and is down 15% since I last covered it with a Hold rating. Data by YCharts SPRU's bull case is built around residential adoption of rooftop solar in a broader macro environment where policy support for the rollout of renewables has been outright hostile. The 2025 passing of the One Big Beautiful Bill ("OBBB") brought about the reversal of the clean energy tax credits of the landmark 2022 Inflation Reduction Act ("IRA"), with the 30% federal tax credit on residential solar phased out from the end of 2025. This had essentially allowed homeowners to deduct 30% of a residential solar system’s cost from their taxes. SPRU operates an as-a-service model, which allows consumers to access these systems without making a significant upfront investment. The demand in the golf and ground market also remains healthy. TTC’s competitive position continues to be strengthened by innovative products like the JT21 horizontal drill and M&As like the Tornado acquisition, which strengthens TTC's competitive position in Hydrovac excavators. The residential sector is facing headwinds due to macro uncertainty. However, topline growth in the professional segment should fully offset this pressure. From a margin perspective, there are short term headwinds from tariffs but the company is doing a good job in terms of cost savings to offset it. The AMP program has already delivered approximately $95 mn in expense savings and management is pursuing a $125 mn run-rate savings target by FY26 end. Also supporting margin upside should be a mix shift toward the highest margin professional segment and technology offerings. The stock currently trades at a discount versus its historical valuation levels despite good growth prospects. The risk reward profile looks favorable. Therefore, I rate stock buy. Recent Financial Performance In 1Q26, net revenues increased by 4.2% yr/yr to $1.04 billion. The company performance was aided by robust demand for snow and ice management offerings post a series of extreme weather. Within the professional segment, sales grew 7.2% yr/yr. The notes are maturing at November 30, 202 9. Therefore, the time remaining to maturity is roughly ~3.5 years from now. These debentures are callable starting from November 2026 . However, METCZ nevertheless tend to differ from many other callable debentures, which also give the company an option to redeem the issue post predetermined timelines but in terms of stated maturity are close to perpetuity or have a very long-time horizon. However, METCZ for that matter would be maturing soon, causing modified duration, even with respect to yield to maturity, to shrink significantly. With reference to yield to call, since the redemption period would start at end-2026, modified duration reduces further. Simply put, METCZ would function more as a carry instrument with very low sensitivity to interest rate fluctuations on either side. Considering this aspect, Ramaco's senior debentures present a noteworthy characteristics for investors in terms of duration exposure.
