JPMorgan Chase & Co. is working toward getting approval from Chinese securities regulators to launch actively managed exchange-traded funds in the country for the first time. “Our expectation is that this year we will get permission to be able to do that,” George Gatch , global chief executive officer of JPMorgan’s asset management unit, said during an interview in Toronto. JPMorgan Asset Management eclipsed Dimensional Fund Advisors to become the world’s largest active ETF provider early this year with around $257 billion in assets under management. Active ETFs are a key growth area for the US firm globally, and it started its first active ETFs in Taiwan last year. According to a February note from Bloomberg Intelligence, in mainland China, providers can offer “enhanced index” ETFs with up to 20% deviation from the index but not full active management as yet. “It’s quite an interesting market, quite different than most others,” Gatch said. The China Securities Regulatory Commission tends to give permission to a number of managers to launch products at the same time, he said. JPMorgan has operated in China since 1921, and stated in October 2025 that it wants to double its Asia-Pacific assets under management to $600 billion in five years. The company runs a wholly owned mutual fund business in China that has more than 69 million retail and institutional clients at the end of 2024, according to its website . “It’ll be a volatile world and relationship between China and the United States, but over the long term Chinese assets and Chinese investors are going to be an important component of our business,” Gatch said. The national average petrol price fell about 5% to A$2.129 ($1.5279) a liter in the week to Sunday, but was still about 18% higher than at the start of March as the conflict started, according to data from the Australian Institute of Petroleum. Diesel dropped about 3% to A$3.089 per liter. Canberra has sought to ease the domestic fuel crisis by sending delegations to key trading partners, underwriting oil shipments, relaxing diesel standards, cutting fuel taxes and tapping reserves. It is also rolling out an advertising campaign to encourage Australians to reduce car use. The investment manager is seeking to raise $7 billion for an Asia-focused buyout fund and about $1 billion to $1.5 billion for a growth strategy, the people said, asking not to be identified because the matter is private. It is looking to put a total of $1 billion to $2 billion into the pools, the people added. Hillhouse founder Zhang Lei and Co-Chief Investment Officer Michael Yi spoke with investors at a webinar in early March, according to the people. The firm has contacted potential investors in the Middle East, as well as endowments and family offices, the people said. It aims to complete a first closing in October, they added. Plans for the fundraising have been under way for some time. The Wall Street Journal reported in November 2024 that Hillhouse told clients it was hoping to raise $8 billion to invest in Asia. Hillhouse’s last series raised $18 billion in 2021. Since then, it has faced pressure from a selloff in Chinese equities and withdrawals from North American endowments, pensions and foundations as US-China relations became strained. The firm is raising money during a slow period for the Asia-Pacific buyout market, with some exceptions . Funds took an average of 18 months to reach a final close in 2025, according to a Deloitte report published in March.
