The proposed law would affect major social media platforms, including Meta Platforms ( META ) and X ( X.AI ), while also imposing new obligations on AI chatbot providers, though they wouldn’t face a ban on youth users. “Social media platforms and AI chatbots are designed to capture attention. They do not support healthy childhood development and have become a source of anxiety, isolation, depression and a range of other mental health challenges for many young Canadians," said Marc Miller, minister of Canadian identity and culture. "This legislation will provide a safer environment for young Canadians and empower them to connect in-person, build friendships, focus in school, and learn real-world skills so they can thrive.” The legislation would establish a digital regulator responsible for enforcing the new rules and determining the safety requirements social media companies must meet to qualify for an exemption from the under-16 user ban. The government officials expect it could take about 18 months after the bill becomes law for the regulator to be established, potentially leaving platforms facing a temporary prohibition on youth users. The companies found in violation of the law could face penalties of up to 3% of global revenue or C$10M, whichever is greater. Canada is also exploring an optional digital age-verification credential that would help users aged 16 and older access social media platforms, a government official said during the briefing, a Bloomberg report said.
